Let me say something that will make some people uncomfortable. Bihar’s problem isn’t infrastructure. It isn’t geography. It isn’t even decades of political neglect — though all of that is real, and all of that has hurt.  

Startup ecosystems don’t build themselves. They are the result of layered infrastructure — venture capital, angel networks, incubators, university pipelines, talent density, peer learning, and legal/regulatory support. None of these layers exists in Bihar at a meaningful scale.
